Good Schools - Good Neighborhoods: The Impacts of State and Local School Board Policies on the Design and Location of Schools in North Carolina

A short (18 page), but thorough, examination of why many new schools in North Carolina are being built on the periphery of communities. The focus of the report is on state and local policies that have led to the loss of "walkable, neighborhood-scale schools." The report concludes with a series of recommendations for local governments, school boards, and the state's education department (the "Department of Public Instruction").
