The Maine State Planning Office's excellent "Cost of Sprawl" report (in pdf format) shows how state government policies have helped encourage sprawl -- and why this has resulted in huge costs to taxpayers. Of special note is the chapter examining how sprawl has led to increased costs for schools, police, and roads.
