TENNESSEE
Tennessee has adopted a new law calling for cities and counties to develop and adopt growth plans by July 2001. Among other things, the local plans are to "provide a unified physical design for the development of the local community" and "encourage a pattern of compact and contiguous high density development to be guided into urban areas or planned growth areas."
According to national columnist Neal Peirce, "the new Tennessee statute is so tough that local governments that fail to agree on an approved growth plan will face sudden termination of all their state subsidies for highways, community development, even tourism." (10/11/98)
Knoxville, Knox County, and Farragut growth plans adopted under the new law.
