"Many communities are discovering that the growth that was supposed to solve their economic problems is only bringing bigger, more expensive ones. Local governments, by failing to take into account all the costs of expansion, skew the market and unwittingly encourage "socialized growth" that is in the interest of neither "conservative" growth advocates nor "liberal" growth opponents.
